The Areas of Spain moving into Phase 1 of the State of Alarm from 11th May 2020 (Orden SND/399/2020 of 9th May 2020)

In Catalonia, the healthcare areas of Terres de l’Ebre, Camp de Tarragona and Alt Pirineu i Aran

The city of Barcelona and the greater metropolitan area will remain in Phase 0 for at least a few more days.

The regions of Galicia, Asturias, Basque Country, La Rioja, Aragón, Cantabria, Murcia, Navarre, Cantabria and Extremadura, as well as the north African exclave cities of Ceuta and Melilla.

The Balearic Islands have also been approved for Phase 1 starting on May 11, when they will join Formentera, the only island in the archipelago that has already been at that stage since last Monday. The whole of the Canary Islands will also move forward on Monday, joining three islands that were granted Phase 1 status on May 4.

In Andalusia, the provinces of Almería, Jaén, Córdoba, Seville, Cádiz and Huelva will be moving to Phase 1. Málaga and Granada will stay in Phase 0.

In the Valencia region, parts of the territory are moving to Phase 1 while others are remaining in Phase 0. The cities of Alicante and Elche, for instance, will be held back, while the designated “health zones” of Vinaròs (Castellón), Requena (Valencia), Xàtiva-Ontinyent (Valencia), Gandia (Valencia), Alcoy (Alicante), Dénia (Alicante), La Marina Baixa (Alicante), Elda (Alicante), Orihuela (Alicante) and Torrevieja (Alicante) are moving forward.

In the region of Castilla-La Mancha, only two provinces are moving to Phase 1 – the less- populated Cuenca and Guadalajara – while Albacete, Ciudad Real and Toledo will stay in Phase 0.

In Castilla y León, no entire province is moving forward; instead, 26 smaller areas that coincide with designated healthcare zones have been selected to ease confinement measures. These include one in Ávila (Muñico), six in Burgos (Sedano, Valle de Losa, Quintanar de la Sierra, Espinosa de los Monteros, Pampliega and Valle de Mena), three in León (Truchas, Mantalla de Torio and Riaño), one in Palencia (Torquemada), four in Salamanca (Robleda, Lumbrales, Miranda de Castañar and Valdeadavila de la Ribera), one in Soria (San Pedro de Manrique), three in Valladolid (Alaejos, Mayorga de Campos, Esguevillas de Esgueva) and seven in Zamora (Alta Sanabria, Carbajales de Alba, Tábara, Santibañez de Vidriales, Alcañices, Corrales del Vino and Villalpando).

Working from home will be encouraged whenever possible.

Social contact is permitted to a maximum group of 10 people (not including those who live in the same house).

All establishments and small businesses may re-open if they are no larger than 400 square meters, and with a limit of 30% of their capacity. These establishments must allow a priority time slot for the over 65s.

Each town hall may decide whether to re-open street markets or not, with preference to those stalls that sell food or essential items. They should reduce the number of stalls to 25% and maintain a third less of the market’s capacity.

Bar terraces will re-open with 50% of the tables allowed to be occupied with a maximum of 10 people, observing social distancing at all times.

Libraries and museums will re-open with capacity and activity limits.

Cultural shows will be limited to a maximum of 30 people in closed spaces and up to 200 in open spaces, with everyone maintaining social distancing at all times.

Hotels and tourist establishments will re-open, but with all communal areas still closed.

Places of worship will be able to re-open to up to a third of their capacity. Tourism will be allowed in groups of up to 10 people with prior arrangement.

Health and safety requirements must be met at all times (regular cleaning and disinfecting, regular hand washing, social distancing, Etc.

 PHASE 1 – What You Can and Can’t do (Orden SND/399/2020 of 9th May 2020)

1. FREEDOM OF MOVEMENT:

• You can only move around the same province or health district in which

you are living. Travel outside of your local province or health district will only be allowed in exceptional cases.

• Social distancing of at least 2 meters must be observed between people, except where people live in the same house.

2. FAQs – Visiting Friends and Family:

• Can I visit family and friends in the same province/health area?

Yes, from Monday 11th May, as long as they live in the same area of phase 1 as you.

• Can I travel by car with my husband/wife/daughter etc. to visit my mother/brother/friend etc. in the same phase 1 province/health area?

Yes, you may travel by car with people you live with, in vehicles with up to 9 seats.

  • What is the maximum limit of people that can meet in a group? 10 people.
  • Can I meet my friends/family in a terrace of a bar? Yes, you can. Maximum 10 people.
  • Do I have to visit friends/family, or go to bars, shops and restaurants in my time slot?

No. There are only time slots for exercise. There are no time slots for the activities listed above.

• Do we have to wear masks and keep social distancing in groups of friends, even at home?

According to the latest government advice it is recommended to follow social distancing and strict hygiene measures at all times.
